Remember that an op in a channel is by definition a guest. Just one who is trusted to run the place in the absence of the manager. It is important to understand that the manager is responsible to the network for all aspects of the channel, including ops' behaviour, and things that go on in the owner's absence. In the case of registration - or re-registration, we need a free rein in procedures that may seem strange, stupid, unnecessary, etc. We know what the network needs, we have done it many times before.
